Scale of observation
When observing (measuring) system at some scale, the smallest scales are not represented but their impact on the largest one is still persistent. The link above shows that when we zoom into the smallest scales we find many systems which are as much complex than the largest one.
The above figure (click on it) shows that changing the scale of observation, we can find different complex systems.
